This is not the headstone of John Gross who died in Augusta Co. VA in 1821. Arlington Cemetery was established in 1863. The first military burial occurred in 1864. While there are persons from all wars buried there, the only persons from the Revolutionary War and War of 1812 are soldiers exhumed from a cemetery in Georgetown, DC. I recently returned from DC and researched those Georgetown soldiers. None were named Gross. And all Gross members interred at Arlington died no earlier than 1865. The earliest John Gross was buried in 1879. This was confirmed also by the administrator of records for the cemetery.
