Served in the 27th Indiana Volunteer Infantry. Promoted from First Sergeant in Co. H. Commanded Co. D 8-9 to 9-17-62. Wounded at Antietam--gunshot left knee. Hospital Frederick Maryland. Returned to regiment 11-62. Commanded Co. D 7-4 to 10-11-63. Slightly wounded at Gettysburg--thigh. Promoted to Captain of Co. H 12-1-63. Mustered out Atlanta, Georgia, 11-4-64 term expired.

Joseph's brother Isaac died in the hospital at City Point during the Civil War; was first lieutenant of Co. H, 142nd Pennsylvania Volunteer Infantry.

Joseph is a son of Sarah Shallenberger (1804–1880) and George H. Balsley (1800–1871). His father, George, was a carpenter and contractor in Connellsville, Pennsylvania.
