Thaddeus is thought to have been born c1745 near Orange Co, New York. DNA tests conducted by the Cooley Family Assn indicate Thaddeus was a descendant of Ensign Benjamin Cooley from Springfield, MA; although his family tree descending from Benjamin currently unknown.

Thaddeus was elder brother of Abraham Cooley who settled in Grayson Co, VA. Both Thaddeus and Abraham signed a 1775 Declaration of New-York Freeholders and Freemen in New Cornwall, Orange, NY; an early Independence document presented at the Continental Congress. Thaddeus also had a close association with Stephen Reeder, who signed same document, and also settled in Wythe Co, VA.

Thaddeus married Elizabeth about 1767 in Orange County, New York. Her maiden name may have been Tucker/Tooker, and her father Reuben Tooker. By 1782, Thaddeus has moved to Montgomery County, VA which in Dec 1789 became part of Wythe County. A visit recorded in the diary of Methodist Episcopal Minister Francis Asbury in 1801 indicates that Thaddeus lived near the Wytheville court house.

Thaddeus recorded a Will in Wythe County Oct 1814 which listed: Wife Elizabeth; daughters: Rachel Grayson, Hannah Simpson, Polly Hardy, Elizabeth (Betsy) Cooley, Julia Hutsell, Matilda Stuart; grandchildren: Cathy Cooley d/o Daniel Cooley dec'd, Tucker Cooley, Sally Cooley, Reuben Cooley (son of Reuben Cooley); Sons: John and Joseph. His Will was proved in Dec 1814. Thaddeus was likely buried in/near Wytheville.
