PROVIDENCE -- Gov. Lincoln Chafee has ordered all state flags lowered to half-staff in memory of Barbara Leonard, who served as Rhode Island's secretary of state in the mid-1990s.

Leonard died Thursday morning. She was in her late 80s.

Leonard was a Republican who served one term as secretary of state from 1993 to 1995. She also served on a number of state boards and commissions including the Rhode Island Economic Development Corp., the state's Port Authority and the state Advisory Committee on Refugee Resettlement.

President Ronald Reagan appointed Leonard as New England administrator for the General Services Administration in the 1980s.

Chafee says flags should remain at half-staff until after Leonard is laid to rest. Funeral arrangements are pending.
