Son of Thomas and Elizabeth Bennett Wallace. Husband of Jennie Williams Wallace.

Otis was born in Nova Scotia to Thomas & Elizabeth Wallace. He came to the U.S. at age 19 and settled for awhile in Box Elder, Colorado. From there to Dale Creek, Wyoming. He married Jennie Williams on 17 June 1885 and bought a ranch at Tie Siding, Wyoming. He became ill the following spring and died at age 34. His obituary was published in the weekly edition of the Laramie Sentinel on 5 June 1886. He had been a successful businessman, was well-liked and was active in politics. Had he not died so young, he would have most likely been prominent in the history of Wyoming. Mention is made of him in the book The Centennial West: Nova Scotians on the Wyoming Frontier by Charles E. Rankin.
