U.S. Congressman. He studied law in Carlisle, Pennsylvania, was admitted to the bar in 1805 and commenced to practice law in St. Clairsville, Ohio. He was prosecuting attorney of Guernsey County, in 1810, U.S. District Attorney, in 1814, prosecuting attorney of Licking County and served as a Brigadier General of the Ohio Militia. In 1817, he was elected as a Republican to the Fifteenth Congress and reelected to the Sixteenth Congress, serving until 1821. Not a candidate for reelection, he was U.S. District Attorney for Ohio, (1829-30) and continued to practice law until his death.

He was the brother of US Judge Edward Herrick (102139955) of Bradford County, commissioned July 6, 1818, President Judge of the 13th Circuit comprising the counties of Bradford, Susquehanna and Tioga, served until February 1839.
