He moved with his family to the United States at the age of three and proudly became an American Citizen in 1970.

He graduated from Mayfield High School and went to University of Cincinnati on a wrestling scholarship, where he graduated with a Masters Degree in Public Administration.

He was Assistant to the City Manager in Charlotte, North Carolina and Assistant City Manager in Grand Rapids, Michigan. While City Manager in Bath, Maine for 6 years, he met the love of his life, Melody. In 1996, they and their two children Crystal and Spencer moved to Concord, New Hampshire, where Duncan was the City Manager for nine years.

They moved to Florida in 2005, where Duncan was the County Administrator of Martin County, and later Assistant City Manager in Miami Beach.

Epitomized by his robust sense of honor, integrity, and compassion, Duncan pursued a life of public service and selflessness. Duncan had a great zest for life and his many passions; spending time with friends and family, adventuring and appreciating nature, performing and entertaining with music, and being a loving, devoted father and husband were among the many. Characterized by his ethical virtues, leadership ability, and desire to make a positive difference, he believed passionately in the capacity of city managers to affect peoples' quality of life and happiness. Duncan was drawn to the profession by this lifelong interest and was widely read on positive psychology, innovative city administration and attended Harvard Kennedy School of Government.

Duncan was also a lifelong athlete who ran marathons, triathlons, and was wrestling champion of the North American Scottish Games.

Duncan is survived by his mother, Nora Hawgood of Vero Beach, his wife Melody, daughter Crystal, and son Spencer of Stuart, Florida; his sisters Becky Munro of Darian, Connecticut and Lucinda Ballantyne of Cambridge, Mass.
