He graduated from Mayfield High School and went to University of Cincinnati on a wrestling scholarship, where he graduated with a Masters Degree in Public Administration.
He was Assistant to the City Manager in Charlotte, North Carolina and Assistant City Manager in Grand Rapids, Michigan. While City Manager in Bath, Maine for 6 years, he met the love of his life, Melody. In 1996, they and their two children Crystal and Spencer moved to Concord, New Hampshire, where Duncan was the City Manager for nine years.
They moved to Florida in 2005, where Duncan was the County Administrator of Martin County, and later Assistant City Manager in Miami Beach.
