A Philadelphia native, Leonard was born to Charles and Bertha (Goltz) Panter in 1923. He was the youngest of three siblings; his older brothers being Charles Robert and Edward Joseph.
His family moved to Long Beach, California between the years of 1923-1928.
In 1942, at the age of 19, he enlisted in the U.S. Navy, and was serving aboard the U.S.S. Pinola AT-33 (from at least 1942-43).
Between 1993 – 1999, he was living in Phoenix, Arizona, where he passed away at the age of 76.
