A Philadelphia native, Charles was born to Charles and Bertha (Goltz) Panter in 1920. He was the eldest of three siblings; his younger brothers being Edward Joseph and Leonard Arthur.

His family moved to Long Beach, California between the years of 1923-1928.

At the age of 19, he enlisted in the U.S. Navy on December 10 1940. From 1940 – 1942, he was stationed at the U.S.S. Naval Reserve Aviation Base in Long Beach. By 1943, he was serving aboard the U.S.S. Albemarle (AV-5). He was discharged on September 6, 1945.

Between 1943 and 1945, he was married to Betty Jean Cole (1924-1999). After the war, he worked, first as a deliveryman, and later a meterman for the General Petroleum Oil Corporation in Long Beach.

He passed away on April 20, 1993, at the age of 72 in Huntington Beach, California.
