US Congressman. Born in Coalmont, Indiana, he graduated from the law department of Indiana University in 1907, was admitted to the bar and opened a law practice in Terre Haute, Indiana. In 1917, he was elected as a Republican to the Sixty-fifth and to the next three succeeding Congresses, serving until 1925. He declined to be a candidate for renomination, when he was appointed Secretary to President Calvin Coolidge, serving (1925-29). He served as Republican National Chairman (1932-34), then resumed the practice of law in Washington, D.C., until his death at age 68.
