Born either in the town of Cheddar or Axbridge, Somerset, England to Jesse Popham (b. 1771 d. 21 Jun 1839) and Maria (Hill) Popham ( b. ca. 1791). He was baptized 5 Jan 1830. He immigrated to the the United States in 1848. On 24 November 1849, he married Elizabeth "Eliza" Morley in Massachusetts. They had two sons, Nathan "Nate" Jesse Popham (b. 24 September 1850, d. 28 March 1932) and William H. Popham, Jr. (b. 5 Oct 1854, d. 15 November 1863) who died at the tender age of 9 years. William Sr. died of an accident in 1874.

Enlisted as a Private on October 28, 1864 in Co. G, 1st Wisconsin Heavy Artillery. Mustered out on June 26, 1865.
