Phebe was the youngest child of Hosea Sprague and Chloe A. (Streeter) Sprague. Both Hosea and Chloe were orginally from Rhode Island and had migrated to Indiana prior to the birth of Phebe. Phebe married William Mattley on 22 January 1841 in Jefferson County, Indiana.

Phebe and William had 8 children: William S., Jonathan Sprague (married Hannah Maria Aldridge), Violia (married Major Rex Potter), Gabrilla (married Christopher Vesper), Herbert (married Celestine Duncan), Henry W. (married: 1st Mary Jane Jones, 2nd Amy D. Milliken), Luke (married Elizabeth jane Erridge) and John S. (married Mary B. Thusen).

Two sets of twins: Herbert and Henry as well as Luke and John being twins. All children were born in Jefferson County, Indiana.

After the last set of twins were born and Phebe's father (Hosea Sprague) had died, William and Phebe with their children migrated from Indiana to Schuyler County, Missouri.

William S. and Jonathan Sprague fought in the Civil War.

All of the children except for William S. migrated onward to Nebraska with some of them migrating (later) to South Dakota and onward to California. It is believed that William S. Mattley married and remained in Missouri but as of 2005 no further records have been found.
