William is the oldest son of John & Elizabeth Mattley. John and Elizabeth immigrated from England when William was a small child.

William married Phebe Sprague on 22 January 1841 in Jefferson County, Indiana.

They had 8 children: William S., Jonathan Sprague (married Hannah Maria Aldridge), Violia (married Major Rex Potter), Gabrilla (married Christopher Vesper), Herbert (married Celestine Duncan), Henry W. (married: 1st Mary Jane Jones, 2nd Amy D. Milliken), Luke (married Elizabeth jane Erridge) and John S. (married Mary B. Thusen).

Two sets of twins: Herbert and Henry as well as Luke and John being twins. All children were born in Jefferson County, Indiana.

After the last set of twins were born and Phebe's father (Hosea Sprauge) had died, William and Phebe with their children migrated from Indiana to Schuyler County, Missouri.

William S. and Jonathan Sprague fought in the Civil War.

All of the children except for William S. migrated onward to Nebraska with some of them migrating to South Dakota and onward to California. It is believed that William S. Mattley married and remained in Missouri but as of 2005 no further records have been found.
