Thomas was the son of Charles Bliley, Jr. and Ouida L. Richards. He married Merleen G. Hyde in Santa Clara, California on 31 December 1981. He served in the United States Marine Corps from July 1969 to June 1973.

He is buried near his brother Bernard in his father's plot (formerly owned by Henry Ross).
