Charlotte was the daughter of Thomas and Sarah (Foster) Blackbourn. She was baptized on May 29, 1758 at the British Factory Chaplaincy in Lisbon, Portugal.


She married Thomas Holt on October 12, 1780.

She was well educated and spoke French. During the American Revolution General LaFayette was using her father-in-law's house near Petersburg, Virginia as his headquarters. She would speak to the young Frenchman in French. On one occasion she admired the blue plume in his hat and he plucked it out and presented it to her.
