Burt was born November 1, 1936, in Ogden, Utah, to Frank Abiah Garner and Rita May Hunt Garner. He had one brother, Evan, and five sisters, Narlene, Nelda, Nadine, Bobbie, and Ruth.

He attended Eastside Grade School in Idaho Falls and later the family moved to Taylor. He attended Taylor Elementary, Shelley Junior High, and graduated from Shelley High School in 1953. He enjoyed playing baseball in high school, meeting some of his lifelong friends. Joe Lewis and his nephew, Buck Garner, were among the many. He graduated from Ricks College with an Associates Degree and, later, at the age of 63, earned a Bachelors Degree in Arts and Sciences from Idaho State University.

As a teenager, Burt started working at the Paramount Theater. This is where he met Barbara Short. They were married December 19, 1954, in Idaho Falls. From this union came six children, Jeff, Mitch, Wendy, Kathy, Quinn, and Amy. Still working part-time at the Paramount, he worked at Bemis Bag Company and then Garrett Freightlines. In about 1989 he started working at the Idaho National Laboratory and retired in 2001.

Burt was diagnosed with Pulmonary Fibrosis in 2007. It was confirmed in 2008 when he had heart surgery with an aorta valve replacement and triple bi-pass.
