Primitivo was born in Chihuahua, Mexico, the son of Antonio & Gregoria Loya Garcia. He is survived by his mother, Mrs. Gregoria Garcia; 7 brothers, Alfredo, Ralph, Chano, Francisco, Antonio, Manuel, and Roberto; 2 sisters, Mrs. Carlos Balderrama and Irene.

Primitivo and his brother were attending an ESL class at Westport High School. On the night of November 15, 1967 after class, their teacher, 25 year old Margaret Kindermann, was waiting for a ride home when several youths grabbed her purse. They tossed her purse between the group and eventually threw it into the street. When she went over to get it the group ran at her, knocked her down and attacked her. Primitivo and Alfredo rushed to her side and punched and pulled the attackers off their teacher. Her attackers then shot Primitivo. He died from his wounds November 28, 1967.

Primitivo and his brother had worked to buy their mother a house, and he planned on getting married and becoming a citizen. Then governor at the time Warren Hearnes made him an honorary citizen just hours before he died.

Twenty five years after his death a school in Kansas City was named after him, Primitivo Garcia Elementary School.
