The former executive director of the Cumberland Housing Authority died yesterday in Memorial Hospital.
Mr. Raines, who was 64, resided at 108 Karns Ave., here.
Appointed executive director of the Cumberland Housing Authority April 1, 1950 Mr. Raines served until Jan. 3, 1956.
During his tenure with the CHA he took part in the operation of Jane Frazier Village which was being planned in 1949 and completed in 1952, other units in which he was involved were Benjamin Banneker Homes, completed in 1953, Fort Cumberland Homes, completed in 1930, John F. Kennedy Apartments, completed in 1967, and Queen City Towers in 1970.
A native of Old Fields, W. VA, he was the son of the late Benjamin F. and Ella M. (Reel) Raines. His wife Edna P. Shaffer Raines, preceded him in death.
Surviving are one son, James William Raines, Fairfax, VA; one daughter, Mrs. Jean Longstreth, Warren Ohio, one brother, George Raines, Moorefield W. VA. and four grandchildren.
