Casper Howell Pace was the son of William Holt Pace and Elizabeth Howell Pace. He was the owner of a store and postmaster of Lamartine, Arkansas. In 1883 he moved his store three miles south to what was then originally called "New Lamartine". Casper opened his store there, was postmaster, the first station agent and mayor. The town was incorporated in 1888 and officially named Waldo for Col. J. Waldo of the Cotton Belt Railroad.
