William Howard gave his place of birth as Illinois or Kentucky depending on what he chose to tell various census takers. His son's John and Edward both have death certificate's that give William's birth place as Illinois. His son William's death record gives his father's birth as Kentucky. There is no documented proof that William had a middle name and that it was "Plummer". William Howard only had one known brother named John Howard

William Howard married Lydia Ann Foster 11 Jan 1848 in Clinton County, Illinois. She was a daughter of David and Mariah (Oily) Foster who married 30 March 1828 in Clinton County. She was born about 1828 in Illinois, father born in Massachusetts, and mother in Illinois (per 1880 census) David Foster was a native of Shelburne, Massachusetts born there 8 Nov 1799 and who later settled in Clinton County, Illinois. He married at least twice and had children with both wives. He appeared on the 1850 census in Clinton County with his second wife Anna and their children. Anna and her son Peter were found living with Jacob Hagall on the 1860 census in Carlyle, Clinton, Illinois where William and Lydia Howard appeared on the 1870 census. David Foster is believed to have died around 1860. There is no further record of Mariah Foster after her marriage to David Foster in 1828 and the birth of Lydia.

William and Lydia (Foster) Howard were the parents of eight children. He first appeared in Greenville Township, Bond County, Illinois on the 1850 census and he was a farmer. The family was later living in Springfield Illinois. The family was in Carlyle, Clinton County, Illinois on the 1870 census. He later bought land in Arkansas and moved his family there. He last appeared on the 1880 census in Columbia, Randolph, Arkansas living two doors down from his son William. He died sometime after the 1880 census probably in Arkansas. The exact location of his burial has not been determined. David Foster's second wife Anna and some of her children also moved to Randolph County, Arkansas. Anna Foster is said to have died 1910 in Maynard, Randolph, Arkansas but I have not found a record confirming this. Her son Peter David Foster appeared on the 1910 and 1920 census in Columbia, Randolph, Arkansas where William and Lydia Howard lived in 1880. He died there in 1927.
