Joe was born February 4, 1932 in Long beach, CA to Joseph and Anna Borges. Joe was preceded in death by his wife, Billie who passed away in 2008.

He moved to Carson City in 1978, moving here form southern California. He was known in this community as "Sticks and Stones Joe" because of his work with Carson Building Supply and "PapaJoe" to all his friends and family.

Joe loved fishing and he was always up for a competitive game of horse shoes with friends. He loved to go camping with his wife and family. Joe was a diehard Rams fan.
