Vermont Supreme Court Justice. He graduated from Woodsville High School, attended Tufts University, and served in the Student Army Training Corps during World War I. After the war he attended Norwich University, and worked as a banker, school teacher and principal. He later studied law with Vermont Governor Stanley C. Wilson, attained admission to the bar, and practiced in Chelsea. A Republican, he served in local offices including school board member, town meeting moderator, and member of the Vermont House of Representatives. In the 1930s his firm was called Vermont's "best ever collection of legal talent," and included a state Supreme Court Justice (Keyser), two Governors (Wilson and Deane C. Davis), and a Vermont Attorney General (J. Ward Carver). In the 1950s he served as Secretary of Civil and Military Affairs (chief assistant) to Governor Lee E. Emerson. From 1956 to 1964 Keyser was a Judge of the Vermont Superior Court. He was a Justice of the Vermont Supreme Court from 1964 to 1974. After retiring Keyser was often asked to preside over trials under special appointment, and he heard cases until he was nearly 90 years old. He was the father of F. Ray Keyser, Jr., Vermont's Governor from 1961 to 1963.
