The eldest son of the 6th Earl of Shaftesbury, he was born in London and educated at Harrow School and Christ Church College, Oxford. He became a Tory MP for Woodstock in 1826, and almost immediately became a leader of the movement for factory reform. He was largely responsible for the Factory Acts of 1847 and 1853, Coal Mines Act of 1842, and the Lunacy Act of 1845. He was chairman of the Ragged Schools Union and a supporter of Florence Nightingale.
Lord Shaftesbury married Lady Emily Caroline Catherine Frances Cowper, daughter of Peter Cowper, 5th Earl Cowper, on 10 June 1830. The couple had six sons and four daughters
Lord Shaftesbury's funeral was at Westminster Abbey, but he is buried at Wimborne St. Giles Church, Dorset. A statue by Sir J. E. Boehm can be found at Westminster Abbey in the West End of Nave.
