Noah was the son of Melvina Williams of St Ann Missouri, dear brother of Charles Williams of Downey California, and the son of Bruce Williams in the McAfee section of Vernon. He graduated from Franklin elementary school and attended Franklin High School until 1964 enlisting in the US Marine Corps on October 29 1965 in Cincinnati Ohio. He arrived in Vietnam on July 26 1967 where he was assigned to and served with Communications Support Company, 7th Communications Battalion, 1st MARDIV (Rein) FMF.

During the month of November the Communication Support Company remained under the operational control of 3d Marine Division while located at the Dong Ha Combat Base in northern Quang Tri Province. On November 18 the Dong Ha Combat Base was hit with a barrage of rocket fire and LCpl Noah Williams was wounded in his defensive position by shrapnel. Evcuated to the US Naval Hospital Ship the USS Repose he died later the same day from the injuries he sustained.
