She was born to Oscar and Florence (Lyke) Rosander,she grew up on on her parent’s ranch.She was married in 1938 to Arnold Bell at Timber Lake SD. They lived on a sheep ranch near Isabel and later in 1944 they moved to Maurine.
In 1963 the family moved to Belle Fourche where Arnold worked at the Hafner Wool Warehouse, and Elva worked for the Lee Store.
She began working at Ben Franklin in 1970, and worked there for 14 years before retiring in 1984. In the same year, Arnold died.

Alva is survived by a son.
