He grew up on a ranch 10 miles west of Wanblee and attended Garner Rural School in that community. As a young man he served in the U.S. Army, serving mostly in Germany. After his discharge he returned to the Wanblee area.
He married Bonnie Briggs and to this union three children were born: Justin, Bradley, and Linda. They made their home in the Interior area where he farmed and ranched with his brother, Harold Riggins. He later moved to Kadoka where he was a self-employed carpenter.
Jerry received his G.E.D. and attended Oglala Lakota College in Wanblee. In later years, he made his home with his brother, Harold, on the ranch near Interior, or with his sister, Faye Eisenbraun, in Kadoka.
Jerry was a member of the Wanblee American Legion Post #269. He was active in rodeoing and twice he qualified and rode in the Old Timers Rodeo Finals in Las Vegas.
Grateful for having shared his life are his two sons, Justin Riggins of Casper, Wyoming, and Bradley Riggins of Cody, Nebraska; a daughter, Linda Penticoff of Rapid City; six grandchildren; three brothers, Harold Riggins of Interior, Wayne Riggins and his wife, Bonnie, of Wanblee, and J.L. "Tuffy" Riggins and his wife, Lola Joyce, of Kadoka; four sisters, Faye Eisenbraun of Kadoka, Valene Perault and her husband, Bud, of Belvidere, Ercell Albin and her husband, Woodrow, of Belvidere, and Cloreta Eisenbraun and her husband, Marvin, of Wanblee; and a host of other relatives and friends.
Jerry was preceded in death by his parents and three brothers, Cecil Riggins, Rex Riggins, and Lynden Riggins.
A memorial is established.
