US Congressman. He gew up in Danube, Herkimer County, New York, and served as a Sergeant in the War of 1812. He then relocated to Fort Plain, Montgomery County. Soule held several local and county offices, was a Member of the New York Assembly and Judge of the Montgomery County Court. In 1830 Soule was elected to the US House of Representatives as a Jacksonian and served one term, 1831 to 1833. Soon after he attended his final session of Congress in late 1832 Soule moved to Onondaga County, settled on a farm in Clay, and was appointed Postmaster. He was elected to the New York Assembly in 1836. In 1838 he was appointed Judge of the Onondaga County Court, serving for four years. In 1841 he was elected to a one year term as Town Supervisor.
