He was the son of Evan Watkins and Ann Simpson.
On April 18, 1861, he married Margaret V. Alberty.
They were the parents of eight children.
Three children predeceased him.
Surviving children were James Watkins, Ida Watkins, Walter Watkins, Mary Watkins Martin and Martha Watkins Wilson.
On October 14, 1920, he married Martha Murrell.
During the Civil War he served in Company L, 16th Missouri Cavalry. Hugh Watkins chose to fight on the side of the Union. His younger brother John M. Watkins also chose the Union enlisting in Company E of the 12th Kansas Infantry. Their younger brother, Zachary T. Watkins chose to fight on the side of the Confederacy as a member of Stand Waite's Cherokee Rifles.
Hugh Watkins was the Postmaster in Lebanon, Missouri for 11 years. His brother, John M. Watkins, was a mail carrier for the same post office.
