Son of Arthur Winfred Prall and Jane Amanda Corsen, husband of Hannah Adelia "Delia" Decker, and father of Lloyd DeForest Prall and Rebecca D. Prall (married Stephen A. Deas).

Cornelius was shown to be a gardener. His wife, Delia Prall, aged 75, was living on South Avenue, Richmond, NY, in the home of her son-in-law, Steven A.
