Bowman was the son of George Parton and Mary Elizabeth (Dun) Parton.

He served as a Private First Class, in the U.S. Army, during World War II, in Company B, 213th Infantry Training Battalion from 16 April 1941, at Fort McPherson, GA, to 30 June 1944, at Camp Blanding FL.

Bowman died at age 78, survived by his wife, Flora Elizabeth (Ownby) Bryant/Parton; son O'Neal Parton (Sevierville, TN); daughter, Carolyn Parton (Sevierville); and three step-children: Charles Bryant (Sevierville), Wilma Owens (Sevierville), and Colleen Parton (Washington).
