Fannie was the second child of George and Minnie Munger, wife of Dewey Lowe, and mother of Robert (Bob) Lowe, who served in the U.S. Navy in World War II.

When her father lost his job, Fannie and her brother LeRoy quit high school and took jobs to help support the family. Fannie was later able to go back and finish school.
