Panet was appointed as a New York Municipal patrolman on September 18, 1878. He was promoted to the rank of Roundsman on December 24, 1889.

The police forces in New York City were officially consolidated into todays NYPD on January 1, 1898. However, the towns and village police/constable departments in Queens were excluded from this consolidation, the exception being the police department of Long Island City.

On February 1, 1898, six squads of one Sergeant, two Roundsman and between six and ten patrolmen marched to the offices of the Queens police/constable departments. They seized the departments and relieved the Queens policemen and constables working. Roundsman Panet was part of the detail that took the Whitestone police department which then became the NYPD's 76th 'Sub B' Precinct under the command of Sergeant Cornelius Hayes. Panet later transferred to the College Point precinct and is shown wearing the 1908 designation 290th Precinct collar brass.

On April 19, 1907, the rank of Roundsman was abolished and replaced with the rank of Sergeant at the same time the rank of Lieutenant was created to replace former Sergeants. The shield Panet is wearing was adopted in August 1907 and worn until 1918 when the current style Sergeant shield was adopted. Panet retired on January 13, 1913 after 34+ years of service.
