Kaare was born in Oslo and grew up in Hamar, where his adoptive father worked as telephone station manager. After graduating he went on to study low voltage at NTH in Trondheim. He gained practical experience at Hamar Iron Foundry where he participated in building the steam locomotive "Dovregubben". After getting his degree as civil engineer in 1939 he started working at the Standard Telephone and Cable factory. He would later take over his father's position as telephone station manager. He remained at "Telegrafverket" at the time is was founded, but relocated to Lillehammer where he worked as an operative engineer, then later to Drammen where he worked as district engineer. When the company went through restructuring Kaare moved to Bergen as district manager for District West (Rogaland, Hordaland, Bergen and Sogn og Fjordane). After retiring the family moved to Kristiansand, approx. in 1981. Kaare was an avid fly-fisher, hobby photographer and bridge player. He liked reading and travelling, especially to France in his younger days. After retirement, he liked to take long holidays in Spain. Kaare got married in Kristiansand Cathedral in 1939. His wife. Olina, was born in Vossestrand, but she grew up and went to school in Kristiansand. She went to trade school and worked in an office, first in Kristiansand then in Trondheim. Later she became a full-time house wife. She liked gardening, needlework and arts and culture. She had an ear for languages and cherished the memories from her trips around Europe.
