He was born in Turner's Creek, Kent County, Maryland, son of Rowland Ellis and Elizabeth Rudulph, daughter of Tobias Rudulph and Esther Syng. Elizabeth Rudulph's first cousin John Rudulph was the grandfather of Lucretia Rudulph, wife of 20th US President James Garfield (President in 1881). Thus Lucretia was Francis' 2nd cousin 1x removed. Elizabeth Rudulph was the granddaughter of Philip M Syng, Jr - a silversmith who made the ink set used to sign the Declaration of Independence. Syng was a friend of Benjamin Franklin and made many of the items used in Franklin's electricity experiments. Syng also joined Franklin in many of his other endeavors such as founding the Univ of Pennsylvania.

Francis married Eliza Ann Howard on Oct 2, 1833 in Elkton, MD. He was a very prominent citizen and had a law practice there. He was on the vestry of the Episcopal Church and was involved with many other local organizations. He had 7 children with Eliza - 5 sons and 2 daughters. After Eliza's death, he remarried Martha A Torbert. They had no children together.
