Indian Governor. Governor of Uttarakhand , India from 2003 to 2007 and Governor of Sikkim, India from 2007 to 2008. He served as a member of the National Human Rights Commission of India, which was established in 1993 and was responsible for the protection and promotion of human rights. He was Secretary-General of the Rajya Sabha, or Council of States, which is the upper house of the Parliament of India from 1981 to 1993. During his tenure of Governor, he established the Himmat Jyoti School in Uttarakhand. The Uttarakhand government declared July 4, 2019 a date of state mourning, during which the flags were lowered to half mast.
