An English rugby international and later a prominent colonial public servant. His one rugby Test was against Scotland in 1891, which resulted in a close loss. A qualified barrister, he was appointed as the Legal Secretary of Sudan in 1899 and he played a significant part in establishing the legal code for that country over the next 20 years. After WWI he was appointed to a similar role in Mesopotamia, which had been under Ottoman rule, so his job was to draft laws which respected the fact that this area had been governed under a strong legal code for centuries but to adapt where necessary to conform to British expectations.

He involved himself in many organisations outside of the legal field and received many awards which recognised his official and personal activities.
