Paul was born in Worcester, son of Paul W. and Helen [Jappinen] Power and lived many years in Sterling and seven years in Rutland before moving to Florida. He graduated from Wachusett Regional High School in 1959, where he played varsity baseball and basketball.

He was a roofing contractor for many years. Active in youth sports in Sterling during the 1970s, he coached the Sterling/Princeton Steelers football team and the Stingers in the George P. Gibbs Little League in Sterling. He served as past president of the former Wachusett Junior Football League. He was also a outdoorsman, enjoying fishing and golfing.
