Debra Burns Bell, 50, wife of Norman C. "Jay" Bell, Jr., and a resident of Cape Charles, passed away Friday, March 21, 2008 at Sentara Norfolk General Hospital. A native of Highland Park, Michigan, she is the daughter of the Rev. Ottis P. and Joyce Carpenter Burns of Birdsnest. Mrs. Bell was the cafeteria coordinator for Northampton Public Schools. Other than her husband and parents, Mrs. Bell is survived by a son, Jay Bell, III and his wife Trish of Cheriton; two daughters, Stacee and Cathy Bell, both of Cape Charles; a sister, Martha Burns of Birdsnest and a grandson, Masen Bell of Cheriton. Mrs. Bell was preceded in death by a brother, W.C. "Tip" Burns.

A memorial service will be conducted Tuesday, March 25, 2008 at 1:00 p.m. in Cape Charles Fire Station with the Rev. Ottis P. Burns officiating. In lieu of flowers, memorials may be made to the Debra Burns Bell Fund, c/o Shore Bank, Post Office Box 536, Cheriton, Virginia 23316.
