After attending Miami University in Ohio, he began his lengthy coaching career, initially on the high school level as an assistant and later head coach. He moved on to Xavier where he served on their staff for thirteen seasons (1956 to 1968). The last seven as head coach. He rose to the professional ranks as a defensive backs coach under Tom Fears with the New Orleans Saints in 1969. After a three year stint with the New York Jets, he joined the Houston Oilers' coaching staff in 1975 as defensive coordinator under Bum Phillips. In 1981, he succeeded Phillips as the head coach of the Houston Oilers however in parts of three seasons, he failed to produce a winning record and was fired during the 1983 season. Biles went on to coach for two seasons in the Arena Football League before retiring.
