Lawyer, Politician. In 1850 he graduated as a lawyer from the University of Mexico. In 1856 he was elected deputy for the state of Sinaloa by the Constituent Congress that the following year promulgated the Constitution of 1857. Specialist in criminal law, since 1861 he was part of the commission that was in charge of drafting the Penal Code of the Federal District and that was published in 1871, called "Código Martínez de Castro." In 1867 he collaborated with President Benito Juárez, who appointed him Secretary of Justice and Public Instruction, held that position until 1869, and drafted the Law of Public Instruction that regulated the access of Mexicans to education, promulgated by Congress in December 2, 1867.
