Son of Captain James Bollen (1629-1682) one of the early founders of Colonial New Jersey. Many of New Jersey's earliest documents are in his father's hand. James Jr. had two known sisters Anna (wife of Jonathan Stout 1665-1722) and Mary (wife of Peter Stout 1654-1703). His two sisters married two brothers. It is also believed that James Jr. had an older brother George Bollen, a mariner, who served as an Officer and First Mate to the legendary Captain William Kidd on the Adventure Gallery (from Expedition Whydah). George Bollen is on the ship manifest. George is also recorded in property transfers with James Bollen Jr. in Monmouth, New Jersey.

There is some dispute as to whether James Jr. was born in New York or New Jersey. His father was already appointed as Secretary of the Province of New Jersey by January 20, 1665, with Elizabethtown as its designated capital. Records indicate, however, Captain Bollen was still in New York as late as August of 1665. (He may have been back-and-forth). However, this source helps verify James Jr.'s birth in New Jersey: New Jersey Colonial Documents, Volume 21, page 54.

James, Jr. married three times: First on February 24, 1688 at Fort Monmouth, Monmouth County, New Jersey to Elizabeth Stout Godfrey (1660-1712) who was the mother of his daughter Anne (b. 1702) and son John Bollen. Elizabeth Godfrey was the daughter of Jacques Godfray (1623-1688) who originated from the Isle of Jersey in the Channel Islands between England and France where the Bollen family also originated. These families are believed to have been French Huguenots, being Protestant and of French ancestry. Many Huguenots settled in the Channel Islands of England.

Second marriage in 1713 was to widow Martha Hutchinson Dennis (1678-1724), in New Jersey, but the couple relocated to Philadelphia sometime later. Martha's family were early Quaker settlers associated with William Penn. This began James Jr.'s association with the Quaker community. Martha was buried here on June 14, 1724 according to Quaker burial records. No children from this union.

Third marriage was to Anne Hughes who survived him. No children from this union either. Quaker records show this marriage occurred at the Quaker Monthly Meeting, in Philadelphia, on July 16, 1725. Records show the surname as "Rollen" instead of "Bollen." Her death date and burial location are uncertain.

Records of the Bollen name also have Bollen spelled "Bullen." There are a number of spelling variations which complicates research.
