Born in Spotsylvania CO. VA in 1760, the son of John Ballard. He had later settled in Nelson CO. Kentucky in Salem Station. Salem Station would later be incorporated into Bardstown In 1788. Proctor established the " Ballard Plantation & Ballard Distillery " 6 miles south of Bardstown on Gilkey's Run. He served as an Artillery Sgt. in Clark's Illinois Regiment until 1781. Afterward, he became the official surveyor for Bardstown, Kentucky. In 1789 he was appointed as the Captain of the Nelson CO. Militia. From 1804 to 1806 he served as sheriff for Bardstown & would also later serve As Chief Justice over Nelson CO. He had married twice: His 1st wife was, Elizabeth Hammett / His 2nd was, Mary Ann Woodward. Altogether, he had " 11 " children. He remained in Bardstown, KY till his death in 1820.
