Politician, also a lawyer and journalist. In 1952 he was jailed for four month and later expelled from Venezuela for his pro-democracy activism against the dictatorship of Gen. Marcos Pérez Jiménez. The dictator fell in 1958 and Herrera returned to Venezuela to serve several terms as lawmaker. In 1978 he was elected President of Venezuela for the period 1979-1984. Luis Herrera developed a program of cultural animation and reformed the education program, implanting the common basic cycle of nine years. He also tried to make adjustments to the democratic system. In 1995 he became President of his party COPEI. He retired gradually from public life due his illness.
