Clifford's obituary states that he died in the Veteran's Hospital in Tampa, Florida. It also states that he was a professional engineer employed in railroading for 18 years and that he went to Rockford, Illinois in 1961. There he was employed as a city engineer. He was named "Public Works Deputy Commissioner" in 1966. Then in 1967, he became the Public Works Commissioner. He resigned from that in 1972.

He was a director of the American Road Builders Association and the Illinois chapter of the American Public Works Association. He was chairman of the Public Works committee of the Illinois Municipal League.
