He was born in Orange Park and had been a lifelong resident of Putnam County. Rodger had worked as a carrier for Florida Times Union and Palatka Daily News. He had also worked 6 years for Florida Packing. Rodger was a member of San Mateo Church of God and in his leisure time enjoyed fishing and watching football.
He is preceded in death by his parents, Harvey E. Carter, Sr. and Evelena Rogers Carter as well as sister, Mary Armstrong.
He is survived by his sons, Rodger Carter, Jr. (Amanda), Matthew Carter and Jonathan Carter (Catherine), brothers, Harvey Carter, Jr. (Kathy), Dwayne Carter (Wanda), sister, Delores McQuaig and 11 grandchildren.
Services will be held at 12:00 noon on Saturday, August 21, 2021, at Johnson-Overturf Chapel in Palatka with Rev. Phil Wyatt officiating. Burial will follow in Oak Hill West Cemetery.
The family will receive friends at the funeral home on Saturday beginning at 11:00 am until time of services.
