He was the son of Vicente Lugo y Ruíz and María Andrea del Carmen Ballesteros y Figueroa. He married his first cousin María Vicenta "Rita" Burruel y Yorba (1852-?) at the Los Angeles Plaza Church on September 2, 1876. He died on Rancho San Antonio.
