Minor was born 6 Jan 1886 in Memphis, TN, the son of Minor and Anne (McNutt) Meriwether.

He was appointed to and was attending the United States Naval Academy when he engaged in a fight with Midshipman James R. Branch Jr.; during the fight Branch was knocked down, hit his head and eventually died as a result. Meriwether was court martialed but found not guilty of manslaughter. He was found guilty of two less severe charges and resigned his commission.

Minor married Annetta K. "Nettie" Means on 8 Dec 1908 in Shreveport, LA.; they were the parents of one son, John Means Meriwether b. in 1911. Nettie and Minor divorced about 1913 and son John eventually changed his surname to Flaitz, that of his step-father, George O. Flaitz.

Minor next married Anna Lock Galbraith on 22 Aug 1916 in Mineral Wells, TX; they had no children and were divorced, or perhaps separated, by the time of Minor's death in 1949.

After leaving the USNA, Minor worked in sales before becoming a geologist and engineer.

In January 1913, Minor announced that he was traveling to Mexico to join the revolutionists. By the end of March he was a prisoner of the Mexican government and sentenced to death. Intervention by his parents and the US State Department led to his release and deportation back to the United States.
