Military and Politician. He fought during the British invasions of 1806 and 1807. During the Second, was taken prisoner and brought to England. He fought in Spain against Napoleon's forces. Upon his return, attended the May Revolution and the Wars of Independence. He was governor of Cuyo, being succeeded in office by General José de San Martín. Minister in the governments of Las Heras, Rivadavia Vicente López y Rosas. Son of General Francisco Balcarce and brother of General Antonio González Balcarce.
