FRANK WILLIAMS, 68, of Tampa died Friday. He had lived in the area for 26 years and was owner and operator of Williams Discount Grocery and the Tampa Underground Flea Market. Survivors include his wife, Joyce; four sons, Jack of Jacksonville, Larry of Fayetteville, N.C., and Richard and Randy, both of Tampa; one daughter, Linda Ramsey of Atlanta; one brother, J.B. Williams of Gray Court, S.C.; five sisters, Blanche Mahon, Nellie Boland, Margaret Adair, all of Gray Court, S.C., Florett Hall of Iva, S.C., and Grace Davis of Gray Court, S.C.; and five grandchildren.
