Dock was one of nine sons of Charles Daniel and Elethear Bridgen (Smith) Neely. The others were: William, who died at 2 years old; James Edward, married to Iva Frances Parrish; Claude, married to Jessie Clopton; Thomas Arthur, married to Mary Frances Ainsworth; Oliver Perry, husband of Elsie Nora Worthington; Reuben A., married to Mamie Ethel McMillan; Lawrence, married to Zelma Ann Simpson; and William McKinley, husband of Mamie Ethel Messick.

Dock married Alva Lorene Messick 11 August 1913 in Cedar County, Missouri. Their children were: Evan Kelly, married first to Clarissa Marie Ellerman and after her death to Bernice Estes; Everett Allen, killed on active duty with the U.S. Army in 1945; Carl Harry, husband of Norma Joyce Ustick; and Betty Lorene, wife of Donovan Verneal Kennon.
